Three independent programs to help resolve outstanding citations before enforcement begins. Programs cannot be combined — choose the option that works best for you.

Hardship program

Ongoing  ·  For individuals facing financial difficulty

Automatic eligibility — provide documentation

Section 8 housing SSI or SSDI SNAP or WIC

Income-based eligibility — verification required

Household income ≤ 200% of Federal Poverty Level

Program benefits

90% off

Total outstanding balance reduced by 90%

Up to 12 months

Extended payment plan available

Cannot be combined with the Amnesty Period or Food for Fines Program.

Food for Fines

June 1 – September 30, 2026  ·  Donate to the Chattanooga Area Food Bank, reduce your balance

Every $1 donated = $2 credit toward your balance; up to 25% of your total balance

Monetary donations only. No food items accepted.

Cannot be combined with the Amnesty Period or Hardship Program.
